Heiny Franz is a 30 year old German-American working in Pitzer's News Corner.  He's a weedy type, easily cowed but showing plenty of bluster.  He sells illegal liquor under the counter to private customers, liquor he obtains from Stefan Zavislak, possibly by extortion.  He and Stefan are in a poker game together, the details of which are not yet  known.

Heiny has been convicted on two separate counts of breach of the Volstead act, for which he was sentenced to six months in prison.
